Established under Law No. 2015-039 of February 3, 2016, on Public-Private Partnerships (PPP), the Public-Private Partnership Unit (PPP Unit) is the national technical entity placed under the direct authority of the Secretary General of the Presidency of the Republic (Article 2 of Decree No. 2023-333).
It serves as the single window for technical and strategic support in the development, structuring, procurement, and monitoring & evaluation of PPP projects in Madagascar.
The PPP Unit is here to:
Support public institutions (ministries, regions, municipalities, etc.) in implementing PPP projects such as roads, ports, hospitals, schools, markets, and more.
Oversee procedures to ensure projects are transparent, well-prepared, and beneficial to the population.
Promote public-private partnerships by informing and training decision-makers and investors.
Ensure projects are thoroughly assessed, financially viable, and aligned with the country’s needs.
