Kigali, Rwanda – April 19, 2024

Madagascar’s PPP Unit participated in a crucial consultative workshop in Kigali, Rwanda, from April 19 to 21, 2024. The workshop aimed to develop a Framework Law and guidelines on Public-Private Partnerships (PPPs) for the COMESA region.

The use of PPPs is growing rapidly in Africa due to the need to boost public investments in infrastructure. In this context, each country requires a clear and effective legal framework to improve the development environment and the implementation of PPP projects.

The Kigali workshop, organized at the initiative of COMESA, came at the right time to provide member countries with standardized reference tools that comply with international standards.

This meeting also enabled Madagascar’s PPP Unit to establish valuable contacts, notably with the team from the CPCS consulting firm. CPCS was commissioned by COMESA to strengthen the capacities of member countries in the area of PPPs, a field in which Madagascar and four other countries will receive assistance.

CPCS first mission to Madagascar, scheduled for July 2024, will aim to identify capacity-building needs.
