To fulfill the commitment of the President of the Republic to bridge Madagascar’s development gap and achieve the objectives of emergence in order to build a strong, prosperous, and united nation for the pride and well-being of the Malagasy people, the PPP Unit was established by Law No. 2015-039 of February 3, 2016 on Public-Private Partnerships (PPP). Its main responsibilities are to advise and assist the National PPP Committee and public entities, oversee the eligibility of projects and preliminary studies, promote PPPs, and serve as an incubator for development projects initiated within the framework of the implementation of the General Policy of the State and the Madagascar Emergence Plan (PEM).

Attached to the Presidency of the Republic and governed by Decree No. 2023-333 of March 31, 2023, which defines its organization and functioning in accordance with Article 6 of Law No. 2015-039 of February 3, 2016 on Public-Private Partnerships (PPP), the General Secretariat of the Presidency is launching a call for applications for the recruitment of the Head of the PPP Unit. The selected candidate will be appointed by decree in the Council of Ministers, with responsibilities defined by Article 6 of the above-mentioned decree.

1) The overall objective of the PPP Unit Head’s mission will be to operationalize, develop, and sustain the PPP Unit. They will rely on international best practices from similar experiences, adapting them to the specific context and needs of Madagascar.
2) The specific objectives will consist of supporting the National PPP Committee in attracting the interest of national and international investors for strategic projects by acting as the national/local partner that meets the requirements of these investors, and in managing investment projects on behalf of State agencies.
3) The General Secretariat of the Presidency invites eligible candidates to express their interest. They must provide information demonstrating that they possess the qualifications and experience required for the position.
4) A candidate will be selected by a committee responsible for evaluating the submitted application files.
5) The candidate must possess the following qualifications and experience:
• Hold a higher education degree (minimum Master’s level, Bac +5) in management, economics, finance, business administration, or other equivalent degrees in the indicated fields;
• Have proven skills in project management, entrepreneurship, financial evaluation, or any other relevant area related to the missions of the PPP Unit;
• Have at least 7 years of general professional experience in positions of similar responsibility;
• Have cross-functional experience in capacity building (strategy development, team management, and facilitation);
• Possess knowledge and proven professional experience in supporting reform processes in the public sector;
• Have demonstrated ability to work in institutional environments with ministry officials and high-level development partners, as well as with private sector company leaders and decentralized territorial entities;
• Have managed a large-scale national or regional program/project funded by an international partner;
• Have excellent general computer skills, notably in the Microsoft Office package (MS Word, Excel, and PowerPoint);
• Have good command of Malagasy and French for written and oral communication; knowledge of English would be an advantage.
6) Application files containing (i) a cover letter written in French, (ii) a CV, and (iii) copies of diplomas must be submitted to the General Secretariat of the Presidency from Monday to Friday, between 9 a.m. and 12 p.m. and 2 p.m. and 4 p.m., no later than Friday, May 26, 2023, at 4 p.m.
